Real Estate Authority Qualifies 80 Developers and Licenses a Real Estate Contribution in Madinah
The General Real Estate Authority has qualified 80 real estate developers for real estate contribution licenses, in addition to licensing a real estate contribution in Madinah, following the implementation of the new Real Estate Contributions Law, which was recently approved by the Council of Ministers.
The Authority stated that the qualification of real estate developers to engage in real estate contribution activities came after they fulfilled the required qualification criteria. Such qualification is a prerequisite for submitting an application to obtain a license to offer real estate projects under the real estate contribution framework.
It explained that obtaining a qualification certificate for a real estate contribution license enables developers to apply for a real estate contribution license for their projects, subject to the requirements and conditions stipulated in the law and its executive regulations. This is expected to contribute to accelerating construction activity, increasing the supply of residential, commercial, investment, and tourism properties, and creating vibrant, flexible, and sustainable communities that comply with environmental and social standards.
The Authority confirmed, according to the Saudi Press Agency, that the licensing of its first real estate contribution, together with the Capital Market Authority's approval for the public offering of real estate contribution certificates, came following the accelerated stages through which the new framework has progressed since its approval by the Council of Ministers.
The Authority also noted that Amlak 2 Real Estate Contribution, licensed by the General Real Estate Authority and whose certificates have been approved for public offering by the Capital Market Authority, has a capital of SAR 10.4 million. The contribution involves the development of residential apartment units in Madinah.
The Capital Market Authority had previously approved the Instructions on Offering Real Estate Contribution Certificates, which aim to regulate the registration and offering of real estate contribution certificates and establish the requirements that must be fulfilled before such certificates are offered, marketed, advertised, or funds are collected for them.
The instructions also set out requirements for private and public offerings of these certificates, regulate the obligations of the Capital Market Institution through which the offering will be conducted, and establish requirements relating to the shareholders' register and the retention of books and records.
